Subjects Charged in Drug Arrest

Cedric Hicks and Surnetra Turner Press Release

On 11/15/23, Detective J. Waldon, with the Palestine Police Department’s newly formed Street Crimes Unit, was patrolling the Woodside Village Apartment complex at 2020 MLK Blvd. Detective Waldon contacted a subject parked in the fire lane, and he was identified as Cedric Hicks, 43. Hicks was known to the police department as a person with a history of narcotics trafficking. He was found to be wanted on six Palestine Municipal warrants and was placed under arrest. A small electronic scale bearing trace methamphetamine was on Hicks when he was arrested, there was evidence of marijuana use present inside his vehicle, and Hicks had a small child with him at the time of his arrest.

 Hicks stated that he was parked in front of the apartment he shared with Surnetra Turner, 36, and Turner came out of the apartment during the arrest and took custody of the child. In addition to the warrants, Hicks was charged with Possession of a Controlled Substance in Penalty Group 1<1G and Abandon or Endanger Child, based on his being in possession of methamphetamine in the presence of the child.

 Using the facts and evidence obtained during this arrest of Hicks, Detective Waldon drafted a search warrant for the apartment Turner and Hicks shared. Judge C. Michael Davis of the 369th Judicial District in Anderson County reviewed and issued the search warrant. On 11/16/23, the police department’s Emergency Response Team (ERT) executed the warrant, finding the apartment unoccupied. Detectives searched the location and found, among other things, a bag of marijuana weighing approximately 18 grams with a digital scale in a drawer in the kitchen and approximately an ounce of methamphetamine hidden under a bag of cereal in a cereal box in the kitchen. There was evidence that several children lived in the apartment.

Hicks and Turner were charged by warrant with Manufacture / Delivery of a Controlled Substance in Penalty Group 1 >= 4G<200G Drug-Free Zone due to the apartment being within 1,000 feet of the licensed daycare situated at the front of the complex. Hicks is currently incarcerated in the Anderson County jail, and Turner has an active warrant for her arrest. Contact the police department with any information regarding her whereabouts.
