Patrol Division
The function of Patrol Division is to protect the lives and property of the citizens of Palestine and maintain the public peace. Uniformed officers proactively prevent and deter crime and respond to citizens calls for service. As first responders, the preservation of life and the prevention of injury is the highest priority of the patrol officer. In addition, the patrol officer is responsible for the protection of property, maintenance of public order, prevention of crime, enforcement of laws and ordinances, and arrest of law violators.
Captain Matthew Kerr
In August 2023, Lieutenant Matthew Kerr assumed the role of Captain, bringing with him a wealth of experience from his fifteen years of dedicated service in law enforcement.
Captain Kerr , Navy Veteran, began his law enforcement career with the Palestine Police Department in August of 2007. He successfully completed the Angelina College Police Academy, where he was honored with the "Top Gun" award for his outstanding performance. Throughout his tenure at the Palestine Police Department, he has taken on a variety of roles, including serving as Lieutenant over Support Services/Special Operations, Narcotics Sergeant, Shift Sergeant, K-9 handler, Corporal, and Patrolman. In addition, Kerr has taken on responsibilities such as being a Field Training Officer, TCOLE Instructor, ALERRT Level I/CRASE Instructor, ASP Baton Instructor, Patrol Rifle Instructor, and the Firearms Range Master.
Captain Kerr holds a Master Peace Officer license through TCOLE and has been awarded the FBI LEEDA Trilogy Award. He was also awarded the 5th LECOP award by the Texas Police Chief's Association. As of August 2023, Kerr is a senior at Texas A&M Commerce seeking a degree in Organizational Leadership.
