The Utilities Department is comprised of Water Treatment, Wastewater Treatment, Water Distribution, Wastewater Collection, Compliance Monitoring, and Engineering. The Water Treatment Plant operates 24 hours a day, 7 days per week, treating and pumping an average of 5.3 million gallons of water per day into the City of Palestine. The Wastewater Treatment Plant treats and removes through pumpage an average of 2.5 million gallons of wastewater per day. Water Treatment and Wastewater Departments share the responsibility for the operation of 26 lift stations. The Water Distribution Department services approximately 275 miles of water lines directed to residences and commercial businesses. The Wastewater Collection Department services approximately 250 miles of sanitary sewer lines.
The city adheres to the permit for the discharge of effluent wastewater to Town Creek and the distribution of drinking water from the Neches River. Compliance Monitoring also handles pre-treatment of water from major contributors with guidelines for sampling, testing, and reporting criteria. Monthly discharge reports show information for daily, weekly, and monthly testing and are generated by the department to satisfy the requirements by the State of Texas and the Environmental Protection Agency (EPA).
