Program Description
The Purchasing Department is a centralized purchasing office that provides an efficient, economical and effective method of acquiring goods and services to meet the needs of City departments, while ensuring a fair and competitive bidding process with equal opportunity for all interested vendors. The Department supervises the bidding process, and ensures that various departments follow the Purchasing Guidelines approved by the City Council.
The Purchasing Agent is also responsible for the central warehouse, auctions and surplus materials, vehicle registration, and performs special projects for finance and the City Manager.
Goals

Ensure that procurements for the City and the disposal of surplus property are made in full compliance with state and city statutes, policies, and procedures.

In cooperation with City departments, assist in the development of specifications and acquiring those goods and services necessary to provide the public, in the most cost-effective way, with the services they require.

Ensure all City vehicle registrations are current.
Objectives
-
Encourage use of procurement card to help expedite purchase of materials, and continue to get at least three quotes on all purchasing under formal bidding.

Continue to encourage inter-local agreements, continue membership in state and area cooperative purchasing programs for the purpose of cost savings through volume discounts and reduced administrative cost, while encouraging local vendors.

Continue to keep to-to-date on all current state and federal laws.
